For one, growing interest in measures of accountability and performance can be accommodated through participatory measures in which stakeholders serve as ongoing checks for legitimacy. These initiatives help to protect the integrity of transparent decision making. Increasing complexity in decisionmaking procedures brought about both by the expansion of the scope of government and by the intricacies of environmental issues means that integrating diverse perspectives and views has never been so important.

Disintegrated subsystems are the rarest but may develop as a result of intense competition or a shift to a macro political style of decision making. It is difficult to bring rationality to a disintegrated subsystem because there is a lack of authority. Policy change may occur, however, through a jurisdictional change, through the introduction of new actors, or by moving the issue to a higher level of government. Advocacy coalitions, one of the most recent theoretical advancements in the area of stakeholder participation in policymaking, further refine the notion of alliances to look at the role of belief systems in coalition formation (Sabatier 1999).

This urgency for stakeholder collaboration is not unique to environmental policymaking: Stakeholder analyses are arguably more important than ever because of the increasingly interconnected nature of the world. Choose any public problem—economic development, poor educational performance, natural resources management, crime, AIDS, global warming, terrorism—and it is clear that “the problem” encompasses or affects numerous people, groups, and organizations. No one is fully in charge; no organization “contains” the problem.
