Another issue that green growth has emphasized is the relevance to the environment and sustainability of short-­term macroeconomic fluctuations, of which the recent global recession is the prime example. Hence Bowen concludes that ‘green growth is very close to older notions of sustainable development and offers considerable promise as an organizing principle for economic policy-­makers focused on macroeconomic performance’. Cross-­country empirical studies in the early 1990s seemingly showed that, for certain pollutants, as the economy grows, so environmental quality first deteriorates, but then actually improves.
