We assume their continuous availability and pay attention to them only when catastrophe strikes, for example when a bridge fails or rolling blackouts deprive us of the electricity we need. And even then, the public attention given is reactive, isolated, and short-lived.
That is, infrastructure resources facilitate productive behaviors by users that affect third parties (whether other users or non-users of the infrastructure). The third-party effects often are accidental, incidental, and not especially relevant to the infrastructure provider or user. To put it another way, the social returns on infrastructure investment and use may exceed the private returns because society realizes benefits above and beyond those realized by providers and users. Spillovers may be difficult to observe and account for fully in a microeconomic framework focused on in-system behavior, but the spillovers might be accounted for in a macroeconomic framework focused on system behavior.
Still, it is helpful and illuminating to take a step back and look across traditional disciplinary lines before examining the trade-offs. The first three parts of this book develop a general theoretical framework for examining the social value of shared infrastructure.
