Nevertheless the proposition is worth examining, since, if it is true, it is a significant pointer to the priorities which the international community should embrace in the common interest.

It is fashionable to describe states where there is breakdown, as 'failed states'. Somalia is a case in point. The international instability that this engenders does not need to be emphasised.
