In these companies, engineering departments and/or management set the rules for what the product should look like. That exception is when a decision needs to be made about the conformance of a feature of the product or service and there are no established rules to guide the decision.

Many justifications fall into stormy waters when management determines that the experts available within the organization have not been consulted on a developmental acquisition. Encourage competent people to review the design, specifications, or requirements. Identify the areas of technical risk. For unique facilities, identify the operational features. Are trained personnel available to operate the equipment? If so, they should be identified. If not, discuss the detailed plans that have been developed to achieve this capability: for example, have the supplier train the personnel; send personnel 30 Leek to appropriate training classes; or hire a consultant to operate and train people on the job.

In using these forms, each organization provides consistent information to communicate the objectives of the planned acquisition.
