On that foundation, the institutions and defining principles of global environmental governance were progressively constructed, with the 1970s bringing the Stockholm Conference, the United Nations Environment Programme (UNEP) and the polluter pays principle, the 1980s the Brundtland Commission, the principle of sustainable development and the 1992 United Nations Conference on Environment and Development (UNCED), and the subsequent decade the struggle for the precautionary principle in a world in which no commensurate advances in institutionalised global governance have taken place.
